Flat Roof Problems in Thunder Bay: Ponding, Blistering, and Seam Failures
Flat roofs have a hard life in Thunder Bay. They sit under snow for months. They go through hundreds of freeze-thaw cycles. They take pooled meltwater every spring. The same flat-roof systems that last twenty-five years in mild climates wear out faster up here, and the wear modes are specific: ponding, blistering, and seam failures, each driven by something our climate does that warmer climates do not.
This is a diagnostic guide for property owners, building managers, and homeowners with low-slope sections. If you have a flat roof and you are seeing problems, here is what those problems mean, what causes them, and where the repair vs replace line sits.
Why Flat Roofs Fail Differently Up Here
A flat roof is not really flat. It has a slight slope (usually 1/4 inch per foot or shallower) that moves water toward drains or scuppers. It has no shingles. The waterproofing is a single membrane, fully bonded or mechanically attached, with seams sealed at every panel join and around every penetration.
The Thunder Bay challenges:
- Long snow load. A pitched roof sheds. A flat roof carries the full winter snowpack until it melts.
- Standing water that freezes. Meltwater that does not drain freezes in place, expands, and works the membrane.
- Hundreds of freeze-thaw cycles. Each one cycles every seam, every penetration, every transition.
- Trapped moisture in the deck. Vapour drive from a heated interior toward the cold roof. If the membrane is the last barrier, moisture can collect above the insulation or below the membrane.
- Cold installation conditions. Many adhesives, sealants, and membrane systems have temperature limits. Off-season installs can leave latent weak points.
A flat roof system that does not account for all of this will not make it twenty years up here.
Problem One: Ponding Water
Ponding is standing water on the roof after rain or melt has stopped. It is the most common diagnostic finding on aging flat roofs in Thunder Bay.
Common causes: loss of slope over time as decking sags or insulation compresses, blocked drains or scuppers, drains set too high relative to the surrounding membrane, snow piles that drift and dump meltwater in one section, and HVAC condensation discharging onto the roof. You can spot ponding from dirt rings where the water dried, deflection visible on a dry sunny day, vegetation growing in low spots, and membrane discoloration along drainage paths.
In a warm climate, ponded water evaporates. In Thunder Bay it freezes overnight, repeatedly. Every freeze-thaw cycle works the membrane: ice pries at seams, expands into cracks, and lifts the bond. A ponding zone that goes through fifty freeze-thaw cycles in March and April is being aged at many times the rate of the rest of the roof.
Mild ponding can sometimes be corrected with tapered insulation crickets under a new membrane to restore slope. Severe ponding may require deck repair. On a roof with multiple ponding zones and an aging membrane, replacement is usually the right call.
Problem Two: Blistering
A blister is a raised bubble in the membrane, anywhere from quarter-sized to dinner-plate. Causes: trapped moisture between layers of a multi-ply system, air or solvent vapor trapped during installation, adhesion failure between membrane and substrate, and vapour drive from the heated interior condensing under the membrane in cold weather.
A small, intact blister is mostly cosmetic. A blister cracked open at the top, even slightly, is a water entry point. Snow load can crush a blister and crack it. In a freeze-thaw, water inside a blister freezes, expands, and pops the membrane open from the inside. Blistering across large areas is a sign the membrane is no longer fully bonded to the substrate, and patching individual blisters is a band-aid. A few small blisters: monitor and repair if they crack. Concentrated in one area: investigate the substrate. Widespread: plan for replacement.
Problem Three: Seam and Penetration Failures
Most flat roof leaks start at seams or penetrations, not in the middle of a sheet. Seams (welded on TPO and PVC, chemically bonded on EPDM, adhered on others) have a finite life and take more stress than the field of the membrane. Failures show as lifted or visibly separated seams, patches over old seams that are themselves aging, and cracking along seam lines.
Anything that goes through the roof is a penetration: plumbing stacks, HVAC supports, vent pipes, drain bowls, skylight frames. Each one is a sealed joint between the membrane and a different material, and each is its own potential leak. Watch for cracked or pulled-away sealant at boots, lifted flashing around HVAC curbs, rust streaks down metal penetrations, and sagged or torn membrane at the base.
Snow load accelerates all of it. Snow on a flat roof loads every seam and every transition. When ice forms in a seam, expansion pries at the bond. A flat roof in Thunder Bay does not get a quiet winter; every seam is being worked, every freeze-thaw, all season.
Material Tradeoffs: TPO vs EPDM vs Modified Bitumen
Three main flat roof systems show up in the region, plus older built-up roofs still in service.
TPO is a single-ply, light-coloured membrane heat-welded at the seams. The welds are monolithic rather than bonded, which is a real advantage. The reflective surface cuts summer heat load, and the cost is reasonable. Cold-temperature installation has tighter limits than some alternatives, and bad welds from unskilled installers are a real failure mode. For most low-slope work in Thunder Bay, modern TPO is a strong choice when properly installed.
EPDM is a single-ply rubber membrane, typically black, with chemically-bonded seams. Long track record, stays flexible at very low temperatures, forgiving in cold-weather installation, easy to repair. The black colour absorbs summer heat, and the adhesive seams have a finite life. EPDM has been a workhorse in cold climates for decades and the temperature flexibility is a real advantage here.
Modified bitumen (“mod-bit”) is a multi-ply asphalt-based system, torch-applied or self-adhered. Multi-ply redundancy means a puncture in one ply may not reach the deck. Widely repairable. Heavier than single-ply, more seams overall, and prone to blistering if any moisture is trapped during install. Torch-application carries fire risk.
Built-up roofing (BUR), the traditional tar-and-gravel system, is mostly replaced by the above for new work. The BUR roofs still out there wear in their own ways (gravel loss, asphalt degradation, seam issues) and most are candidates for re-cover or replacement once their original life is up.

Repair vs Replace on a Flat Roof
The decision framework is similar to a pitched roof, with some flat-specific considerations.
Repair is often right when:
- The damage is local (a single seam failure, a single penetration leaking)
- The membrane is otherwise sound and within its design life
- The substrate is dry (verified by a moisture survey if needed)
Replacement is often right when:
- The membrane is at or past its design life (15 to 25 years depending on system)
- Multiple seams or zones are failing at once
- There is widespread blistering suggesting adhesion failure
- Ponding is severe and requires re-slope
- Moisture surveys find wet insulation under the membrane
- The deck itself shows signs of compromise

What Maintenance Looks Like
A flat roof should not be left alone for years. A modest maintenance routine extends life significantly:
- Twice-yearly visual inspections (spring and fall) from the roof if safe
- Clear drains and scuppers every season, especially before winter
- Trim back overhanging trees that drop debris and damage membrane
- Address small repairs early before they become entry points
- Document the roof age and any work done for warranty and resale
A neglected flat roof fails on its own schedule. A maintained one often gets to the upper end of its design life.
